The article by Academician P. L. Kapitsa published below is devoted to problems of the utmost importance, which have come to be termed "global." The Twenty - fifth Congress of the CPSU pointed to the need to study them scientifically and solve them practically, emphasizing that they touch on the interests of humanity as a whole and will exercise an increasingly marked influence on the lives of every people and on the entire system of international relations. In their social (...) philosophical aspects they have been discussed more than once in the pages of Voprosy filosofii. Discussions of these problems took place at the round tables entitled "Man and His Environment" [See translation in our Fall-Winter 1974 number. — Ed., Soviet Studies in Philosophy], "Social Philosophy Problems of Demography," and "Science and Global Problems of Our Time," and numerous articles have been published in such series as "Science and Social Progress," "The Peace Program and the Dialectics of International Relations" [See translation in our Fall 1975 issue. — Ed., Soviet Studies in Philosophy], and "Man — Society — Nature." The editors of the journal, guided by the directives of the Twenty-fifth Party Congress on the need for further investigation of such global problems of our time, are inclined to continue the discussion of them in the future; another round table devoted to these problems is being planned now. The article by Academician P. L. Kapitsa, it seems to us, will provide fruitful stimuli for discussion at this round table, which will probably be published in several installments. As the author himself emphasizes, certain positions in his article are debatable and require discussion. The journal invites philosophers, demographers, economists, and representatives of the natural sciences to take part in discussions of the problems posed. Certain questions examined in Kapitsa's article are also treated in articles by Howard L. Parsons, A. D. Ado, and Iu. A. Kirshin published in this issue of the journal. (shrink)

The Twenty-seventh Congress of the CPSU has set the course to guide the present development of our society and determine its short- and long-term prospects. The Congress took place at a watershed in the development of the country and the contemporary world as a whole. It generalized the accumulated domestic and international experience in socialist construction, formulated a strategy to achieve the triumph of the ideals of communism, peace, and progress, made a creative contribution to the development of Marxist-Leninist theory, (...) and formulated a complex of problems to be resolved by social scientists and philosophers.Prior to the Congress, the journal published a series of articles analyzing advances made by Soviet scholars over the previous five years in the main avenues of phibsophy-dialectical and historical materialism, socio-philosophical problems in the development of socialism, philosophical problems in the natural sciences, the problems of scientijk-technological and social progress, culture and the cultural heritage, the development of the individual and communist education, ethics and esthetics, the history of philosophy, and the ideological struggle in the modern world.Today, the guidepost defining the primary content of the work ofphilosophers must be those programmatic theses of the Twenty-seventh CPSU Congress that point to the need for a broader orientation of the social sciences toward the concrete needs ofpractical life, for quick reactions to the shifts currently occurring in our life, for the careful analysis of new phenomena, and, by virtue of this, for the attainment of impressive theoretical andpractical results. The basis for this is a creative application of materialist dialectics, particularly in striving for a deeper analysis of the problems of socialism, social progress, and the maintenance of peace. This gives rise to the need for ficndamental advances in philosophical theory. Of primary importance is the acceleration of the countrys socioeconomic development, which requires investigation into the economic, social, political, cultural, and other aspects of the acceleration of social progress and the elevation in it of the role of the masses and the human factor.The new CPSU Program concentrates the attention of social scientists on the study and comprehensive analysis of global development, the creation of a new society in the USSR and in other socialist countries, the dialectics of the productive forces and production relations, the material and intellectual spheres under socialism, patterns in the establishment of the communist formation, and the paths and means toward the gradual approach to its highest phase. The scientijic analysis of the objective contradictions in socialist society, the elaboration of well-founded recommendations on their resolution, of reliable economic and social prognoses, is an urgent task of the social sciences at the contemporary stage of development.In initiating a new rubric, we by tradition would like to share with readers our plans in this area. In this issue we enumerate the basic problems for the discussion and preparation of articles in light of the materials of the Twenty-seventh Congress. The journal plans to conduct a discussion of these problems and, with the help of its wide range of authors, to publish a series of articles.The editors will embark under this new rubric with an article from the vice-president of the USSR Academy of Sciences, Academician P. From the editors of Voprosy filosofii: The editors publish herewith the address by the ranking Soviet physicist Academician Petr Leonidovich Kapitsa, Director of the Institute of Physical Problems of the USSR Academy of Sciences, at the symposium, organized by UNESCO and held in Ulm, West Germany, in 1978, on the hundredth anniversary of the birth of Albert Einstein. The speech was graciously made available to us by Kapitsa. In it the Academician gives his principal attention to the global (...) problems that have interested him of late, on which he has already expressed himself in the pages of our journal . Academician Gerasimov devoted his presentation to the problem of improvement and protection of the environment. In his opinion, today, when there is a worldwide threat of exhaustion of natural resources, irreversible pollution, poisoning of the environment, and the impossibility of feeding a growing population, questions of environmental protection and rational use of natural resources are becoming not only an important problem for natural science but a serious social and political matter around which an acute ideological struggle is being waged. Certainly it is a real fact that contemporary mankind is encountering a progressive impairment of the world's ecological situation, caused by the ever more intensive utilization of natural resources under the conditions of rapid scientific and technological progress. Therefore, issues of further rational use of natural resources and improvement and protection of the environment are now becoming problems affecting the everyday interests of the entire population of the earth. Discussion of the problems arising in conjunction with the rapid progress of cybernetics demands a philosophical analysis of the basic concepts in the field. This problem cannot yet be considered to have been resolved. As has been emphasized, among others by Academician A. I. Berg , even one of the basic concepts of cybernetics — the concept of information — does not yet have a satisfactory definition. This situation is primarily due to the fact that study of information problems (...) is, in general, of recent origin. And major effort until now has been centered upon the study of the quantitative relationships associated with informational phenomena. (shrink)

Reflection Principles are commonly thought to produce only strong axioms of infinity consistent with V = L. It would be desirable to have some notion of strong reflection to remedy this, and we have proposed Global Reflection Principles based on a somewhat Cantorian view of the universe. Such principles justify the kind of cardinals needed for, inter alia , Woodin’s Ω-Logic.

Scientific realists have suggested that changes in our scientific communities over the course of their history have rendered those communities progressively less vulnerable to the problem of unconcieved alternatives over time. I argue in response not only that the most fundamental historical transformations of the scientific enterprise have generated steadily mounting obstacles to revolutionary, transformative, or unorthodox scientific theorizing, but also that we have substantial independent evidence that the institutional apparatus of contemporary scientific inquiry fosters an exceedingly and increasingly theoretically (...) conservative form of that inquiry. I conclude that contemporary scientific communities are actually more vulnerable to the problem of unconceived alternatives than their historical predecessors, and I briefly suggest how we might seek to pursue scientific inquiry in a less theoretically conservative way. One diagnosis of what is wrong with the Knowledge Argument rests on the Ability Hypothesis. This couples an ability analysis of knowing what an experience is like together with a denial that phenomenal propositions exist. I argue against both components. I consider three arguments against the existence of phenomenal propositions and find them wanting. Nevertheless I deny that knowing phenomenal propositions is part of knowing what an experience is like. I provide a hybrid account of knowing what an experience is (...) like which is the coherent expression of a single idea: knowing what an experience is like is knowing what it would be like to have the phenomenal content of the experience as the content of an experience one is currently having. I explain how my conclusions indicate that the focus of discussion should be on the alleged explanatory gap between phenomenal facts and physical facts and not on the Knowledge Argument. The latter is a poor expression of the difficulty Physicalists face. (shrink)

Typical discussions of virtual reality (VR) fixate on technology for providing sensory stimulation of a certain kind. They thus fail to understand reality as the place wherein we live and work, misunderstanding it instead as merely a sort of presentation. The first half of the paper examines popular conceptions of VR. The most common conception is a shallow one according to which VR is a matter of simulating appearances. Yet there is, even in popular depictions, a second, more subtle conception (...) according to which VR is a matter of facilitating new kinds of interaction. The latter half of the paper turns to questions about the contemporary technology of Internet chatrooms. The fact that chatrooms can be used in certain ways suggests something about the prospects for VR. The penultimate section asks whether chatrooms may legitimately be thought of as places. (In a sense, they may.) The final section asks whether cybersex may legitimately be thought of as sex. (Again, yes.) Chatroom technology thus provides an argument for the second conception of VR over its much ballyhooed rival. (shrink)

There has been an increase in recent years in the use of empirical methods in healthcare ethics. Appeals to empirical data cannot answer moral questions, but insights into the knowledge, attitudes, experience, preferences and practice of interested parties can play an important part in the development of healthcare ethics. In particular, while we may establish a general ethical principle to provide explanatory and normative guidance for healthcare professionals, the interpretation and application of such general principles to actual practice still requires (...) interpretation and judgement. And many situations in healthcare practice are complex and may involve a variety of principles, each of which may conflict with the others. Simple surveys or interview studies may not be sufficient if we wish to develop a nuanced approach to ethical practice that can be set out in guidelines, codes or directives. We do not resolve moral questions by plebiscite. In this paper, the authors argue for the use of consensus methods to develop shared understanding of ethical practice, and they argue further for the combination of the Delphi method with the use of vignettes to illustrate the kind of situations that may occur in practice. They develop their argument in part by reference to their experience of using this approach in their recent research. (shrink)

As family physicians, general practitioners play a key role in safeguarding children. Should they suspect child abuse or neglect they may experience a conflict between responding to the needs and interests of the child and those of an adult patient. English law insists on the paramountcy of the interests of the child, but in family practice many other interests may be at stake. The authors argue that uncritical adoption of the paramountcy principle is too simplistic and can lead, paradoxically, to (...) greater harm. They argue for a more subtle and nuanced view of interests and of conflicts of interest in safeguarding children. (shrink)

On-line, just as off-line, there are ways of assessing the credibility of information sources. The Internet, although it arguably makes for nothing wholly new in this regard, complicates the ordinary task of assessing credibility. In the first section, I consider a specific example and argue that Internet content providers have no clear interest in resolving these comlications. In the second, I consider four general ways that we might assess credibility and explore how they apply to life online.
